Mohammed Ali Ahmed Humran, Ph.D. researcher in Yemen, and I’m maritime geopolitical and strategic planning. Currently, President of the Union of Arab Academics. I’m interested in geopolitics, international relations, research, development, and innovations. I graduated from Sana’a University and US Naval War College, so I gained a master's degree in geography, a diploma in diplomacy and international relations, and two bachelor's degrees in geography and maritime science from Yemen, as well as a diploma from US Naval War College in 2011. Besides that, he has a diploma in English language from DLI, US. I founded and established The Union of Arab Academics in January 2018 that is a full member of International Federation Innovations Associations.  His ideas that communicate and unify efforts with academics, researchers, specifics, and experts to unify efforts  innovations, and researchers are the best way to build and achieve a modern Arab strategy. I have conducted partnerships with 35 local and regional international organizations that are interested in research, innovations, journals, universities, development, and training centers around the world and have participated in many regional and international conferences and shows. I have conducted many researches and innovations, so he gained many local and international awards, such as the International Leadership Award at Management and Innovations from the UK in 2019. I have been working on an international committee of innovations and research, as well as being a member of the IGU, Yemen Geography Society. He is member editorial chairman of African and Arab journal for strategic study, and he is member editorial chairman of Patent Magazine.in 2025 , I was awarded master certificate at innovation , as well as golden medals from Japan, Morocco, Brazil .

The Union of Arab Academics -TUOAAWG, extend their best regards to you, Given the importance of development of SCOR for Global Ocean management and technical maritime and Asian, regional, Arabian geography informational knowledge’s, data’s strategy management. Based on the TUOAA programs and Yemen, Arab and regional maritime strategy management and action plan in 2024 -2031 that aimed to integrated maritime policy management for development research and open innovation, for observing, commination, collecting information data, analysis. conducting Yemeni, Arab and regional marine spatial plan, to be able to protect marine environment in dynamics area.

According to principles  of historical civilization and cultures , constitution  of Yemeni , Arab and nation at  Quran godliness ,  Islamic sharia  laws that found in 622 at implementing and using sea and ocean that advocated humanity must seek knowledge, educations , investment, protection at sea and ocean, protection of the maritime environment and sustainable development, as well as UN peace initiative , Ocean Dead , ECOP , road map for the year 2021-2027, to achieve the sustainable development goals of the United Nations in  2021- 2030, and given the importance of the Red Sea and Indian Ocean region in the elements of local, Arab and regional powers, which requires modern tools , equipment , Planform for monitoring, observing, management , attention and cooperation in collecting information , building dates to formulate the new action maritme plan to enhance blue economy and regional maritime society development , we apply to be accreted my proposal , to get advantages and find finance support TUOAAWG and AAAA  EOP . 1. Network platform of Yemeni, Arab and Regional Marine Spatial Analysis (COF).

It is considered one of the unites , working groups and training centers in marine geospatial information systems ((Arc GIS maritime – TUOAA, that is part of  the Union of Arab Academics, which constitutes one of the scientific platforms and established on November 18, 2023, the global ocean contracts platform was approved and regulated, and its importance is in meeting and communicating with Yemeni and Arab experts and specialists and countries of the region that are members of the League of Arab States and the Indian Ocean Organization in marine technology systems, marine planning. Spatial, blue economy through channels, social media and the Internet, and one of the most important benefits in establishing the following spatial transformation group and center(Lewin, 2023):

  1. Providing the Arab and Regional Center, as well as the Yemeni, Arab and regional maritime institutions, with new marines, maritime information, data, experiences and talents in geospatial information systems technology, and benefiting from Malaysian and Chinese expertise in this field. 

  2. To enhance TUOAAAWG, at maritime innovations management, researchers, inventors in technological development Modern marine, GIS, remote sensing, EU Copernicus, NOAAA, Argis Pro, QGIS, benefiting from the strategic cooperation and partnership agreement signed with TUOAA, innovative organizations.

3. The group contributes to providing skills, experience, and strategic knowledge in geographic information systems and all applications, including marine applications.

2. Marine information systems in coastal management and the strategic marine environment

Many digital platforms specialized in managing marine information and data were benefited from, and the study established working groups with digital platforms interested in managing, collecting and analyzing information and data via satellite satellites. Such as:

a.(EOS – Data analyses) ,It is one of the space scientific platforms of satellite systems that are used to contribute to finding solutions to terrestrial problems, including monitoring crops and their development around the world, and to provide and produce a diverse image, as the researcher took advantage of the platform in establishing a working group in monitoring crops and changes in phenomena and marine coasts in order to be able to make a positive change in which the use of geo- Spatial graphics (CORP., 2023)It contributes to defining and providing the study with information and developing spatial strategic knowledge by producing many satellite images .NDVID different resolutions that are used with geographic information systems.

3. Data technology working group, TUOAAWG in marine spatial planning, model 12/20/2023.

We suggested to establish the first working group on data technology for Arab maritime and regional spatial planning is the Indian Ocean Organization, the Arab League, the South China Sea, and members of the Asian Geographical Society, called TUOAAWG. 

a. Objectives.

The Working Group for marine strategic management ,  Data Technology in Marine Spatial Planning is not an institution or association and does not constitute a subgroup of the League of Arab States or the Indian Ocean Organization, nor is it a political group, but a voluntary scientific research group that is Yemeni, Arab, Islamic, and regional within the maritime domain in the Indian, Atlantic, and Mediterranean Oceans, which It includes sub-seas, semi-enclosed seas, and gulfs within the framework of member states, and is a social networking platform to facilitate the process of communication and communication among experts and holding meetings via the Internet if necessary, in order to contribute to the discussion and exchange of development research, proposals and studies, which are presented within the main proposed regional maritime committees.

* It contributes to finding out what is new in the aspect of modern maritime innovations, and avoiding duplication and repetition in discussing topics, activities, proposals and innovations at the level of the Arab, regional and Asian regions. An example of this is reviewing current and future projects in planning in the region.

* Communicate to discuss new developments with Arab and regional institutions in the field of marine planning, modern data, marine means of communication, and new information about coastal management in the exclusive economic zone in the study area, and monitor developments and changes in the marine environment through communication with the competent institutions in the region.

* Working to establish a day a year to discuss and exchange opinions about what is new in maritime planning and recent data within the countries of the region.

C. mission.

. The team needs to know what data and information are available, how and where they can and can be used at the region level, and how to communicate and coordinate information to understand and know the extent of its use, specifically with regard to marine spatial planning in the region.

. One of the group's tasks is to enable members to learn about the marine areas in the region to discuss and identify needs regarding the application of marine spatial planning.

. Preparing awareness-raising guidelines regarding the necessary data and standards in marine spatial planning applications that are compatible with marine policies in the region.

. Work on standard criteria that allow harmonization of plans MSP In the regions, marine basins and oceans within the framework of the Indian Ocean Organization, the League of Arab States and the Asian Geographical Society, which is in line with the aspirations of the peoples of the region.

. The possibility of cooperation and communication in helping to create an electronic portal on the website of the League of Arab States and the Indian Ocean, as well as the Asian Geographical Society, containing information and plans for marine spatial planning.

3.Formation of the technical work team for the team.

a. Membership, including Members are from specialists in Data/ GIS (Geographic Information Systems) / SDI (Data Infrastructure). spatial), and Experts In marine spatial planning, planner MSP.

B.to choose Experts: A committee or body will be formed that will invite member states of the League of Arab States, the Indian Ocean Organization, and the Asian Geographical Society, provided that the Asian Geographical Society is tasked with addressing the authorities in those countries to raise proposed names of specialists and experts in marine spatial planning, geographic information systems, where they do not represent member states.

The experts do not represent Member States.

C. For their part, the formed committee will identify and approve the experts, and the selection will be based exclusively on their CV, knowledge and experience in this field.

D. The committee will appoint a final list of experts and will report back Member States of the memorandum organizations, and addressing organizations, maritime regions and geographical associations in the field of marine spatial planning, and get advantages of specialists in the Esri platform, AGA, the African Union, and the EU. 

C. They may participate in meetings at the invitation of the Chairman of the Working Group artistic, depending on the issues to be dealt with such as representatives of other organizations and technology Experts.

 

4. Presidency of the group’s administrative body.

B. A deputy and assistant to the Chairman of the Authority shall be selected by the Committee.

C. Coordinates work group activities, meetings, sets agenda and tasks, and invites experts and other works.

And the. Will set goals and evaluate priorities/activities, with specific outcomes.

5.Meetings

a. Maximum 4 times a year.

B. They can be organized as group meetings or specialized workshops;

C. They can be held as face-to-face meetings or online conferences;

D. May prefer to hold consecutive meetings/conferences/other work

And the. Groups for example. Projects MSP related, today marine Arab, regional and Asian, Meetings International maritime planning, international data meetings and conferences.

Y. Expert participation in meetings will vary depending on the specific items/topics/task

The group sets itself up. Not all experts on the list need to be invited to attend all meetings.

6. The General Secretariat of the Group. The group has a minimum of a secretary, to keep reports and join the work and agenda for planning the marine location accomplishes this task.

a. The team can, in its work Inside that It benefits, inter alia, from the following:

. Dedicated pages in the marine forum for The League of Arab States, the Indian Ocean Organization, the Asian Geographical Society, benefit from the reports, data and publications on the site.

. Custom pages in a collaborative platform and communicate for group use for communication purposes, the group can make use of resources that Developed by the League of Arab States, Indian Ocean, Asian Geographical Society, the Chairman and/or individual experts to participate in meetings in order to provide reports on a regular basis.

 

TUOAAWG – ECOP. 2025 

VERSION ECOP SANAA node Statement – Call for Evidence: 

TUOAAWG team in 2025, based on UN , Ocean Decade development ,  TUOAA goals at integrated m regional maritime,  knowledge’s idea, innovation, researchers and development management , they call for established Arabian, African  and Asian- AAAA  Oceans Pact Early Career Ocean Professionals (ECOP- SANAA node welcomes AAAAO Commission’s initiative to develop the Arabian and regional Ocean Pact ( 4A and one O ,  A4AND 1O , bases on ocean with united  us , at challenges and  advantages, recognizing it as a crucial step toward a more integrated and sustainable ocean governance and Arabian, regional maritime policy framework. However, it should go beyond communication and aim for a legally binding instrument. 

As a network of Early Career Ocean Professionals (means every professional working on topics related to the Ocean - not only researchers- under 10 years of experience -age does not count-) in the framework of the UN Ocean Decade, TUOAA policy and strategy that aimed to unify, conducted Arabian researcher in 2018. we emphasize the need for strong early-careers inclusion in marine and maritime, researchers, policymaking. We therefore call for establishing an AAAAO-wide ECOP Advisory Council within the proposed an Arabian and regional Ocean and Seas Agency, platform ensuring that early career professionals actively contribute to shaping ocean policy and innovation. In the attachment, there is an overview of key areas where the AAAAO Pact can make a difference for ocean literacy, blue career development, Strengthening Ocean-Climate-Biodiversity Action, strength ARAB, regional Leadership in Ocean Governance, International cooperation with an TUOAAWG Approach, science-based and data-driven policies, sustainable fisheries and marine protection. This statement was developed by TUOAAWG- ECOP SANAA coordinators with input of around 51 ECOPs and are in priority order. Science-based and Data-Driven Policies Effective Ocean governance requires robust data collection, open-access science, and policies informed by the best available evidence. The Oceans Pact should: 

● Strengthen Ocean observation systems and ensure data transparency to support science-driven decision-making.

 ● Promote cross-border collaboration between research institutions, policymakers, and industry to enhance marine data sharing and technology transfer and open maritime innovation. Stronger Arabian Leadership in Ocean Governance the Arabian and regional must strengthen its role as a global leader in ocean conservation. 

The Oceans Pact should: ● Promote greater transparency and accountability in marine policymaking, including fair and inclusive decision-making processes. 

● Achieving integrated maritime policy and conducted regional maritime strategy management. 

 Strengthen monitoring and enforcement mechanisms to ensure compliance with existing international ocean agreements and marine protection commitments. 

● Promote responsible marine resource management, ensuring economic activities at sea align with sustainability principles. 

● Advocate for fair and ethical ocean governance by increasing oversight on industries operating in marine spaces, including fisheries, deep-sea exploration, and maritime transport. 

● Promote multilateral cooperation with international partners to enhance data sharing, protect marine biodiversity, and address global ocean challenges collectively.

 ● Ensure environmental and human-rights safeguards by holding marine industries accountable for their impact on ecosystems and coastal communities, preventing environmental degradation, and ensuring equitable access to marine resources. Sustainable Fisheries & Marine Protection To safeguard ocean biodiversity and food security, the AAAA Oceans Pact must: ● Support global moratorium on deep-sea mining, ensuring marine ecosystems remain protected from irreversible damage. 

● Support an ecosystem-based approach to fisheries management, ensuring long-term sustainability. 

● Expand and enforce Marine Protected Areas (MPAs), ensuring effective conservation measures and monitoring. Ocean Literacy & Blue Career Development A thriving and sustainable blue economy relies on an informed society that understands the ocean’s role in climate regulation, biodiversity, and sustainable economic growth. The AAAAO Pact must: ● Strengthen Ocean literacy by integrating marine-related topics into school curricula at all Education levels and across all AAAAO. This should include marine ecological knowledge, helping students connect with the ocean in a tangible way to foster a deeper understanding of their ecological importance and the need for conservation. ● Increase funding for ocean-related early careers programs, training, and skill development.

 ● Ensure career sustainability in marine science by improving professional development, competitive public sector salaries, research stipends, better international mobility for ECOPs, and increased postgraduate funding. 

● Promote science communication in ocean topics by increasing funding for activities such as content creation, journalism, and public engagement, while also integrating science communication training into research development programs to ensure ECOPs are equipped with the skills to share their work effectively. ● Support early-career marine entrepreneurs (ecopreneurs) by fostering innovation through mentorship programs, startup incubators, and funding opportunities. International cooperation with a JEDI Approach ● Implement a Justice, implement laws, Equity, Diversity, and Inclusion (approach in marine governance by ensuring that underrepresented groups—including women, indigenous communities, and coastal populations—have a voice in ocean policy discussions. 

● Establish funding mechanisms for capacity-building programs that empower diverse perspectives and knowledge systems in marine science and conservation. Strengthening Ocean-Climate-Biodiversity Action With rising sea levels, increasing ocean temperatures and ecosystem degradation, urgent action is needed to strengthen ecosystem and community resilience. Thus, AAAAO Pact must: ● Advocate for nature-based solutions such as maritime military activities, submarine nuclear power, restoring coastal wetlands, dunes, marine protected and oyster reefs to enhance resilience against climate change, and ensuring environmental and human-rights safeguards. 

● Push for the implementation of stricter maritime emissions regulations to reduce shipping industry, radioactive, carbon footprints and invest in clean marine fuels. 

● Support evidence-based ecosystem restoration and community involvement. 

Conclusion:

ECOP SANAA fully supports the ambitions of AAAA.  Oceans Pact and urges the ARABIAN Commission – TUOAAWG to integrate AAAAECOPs-led, marine policy vision science-driven, and sustainable solutions in its final framework. We stand ready to contribute through collaboration, knowledge’s, visions, research, and advocacy to ensure that AAAA leads the way in building Integrated and regional maritime management, open maritime innovation, a resilient, equitable, and sustainable future for our reginal and one sea and ocean.
